Foot-and-mouth disease (FMD) is an extremely contagious viral disease affecting cloven-hoofed animals, including cattle, sheep, goats, pigs, and many wildlife species. Caused by the foot-and-mouth disease virus (FMDV), an aphthovirus in the Picornaviridae family, this disease is considered one of the most economically devastating livestock diseases worldwide. FMD is characterized by fever and vesicular (blister) lesions on the mouth, tongue, lips, teats, and feet, though the presentation in sheep and goats is often much milder and less obvious than in cattle and pigs. This subtle presentation makes sheep and goats particularly dangerous as undetected reservoirs during outbreaks.
Foot-and-mouth disease occurs throughout much of Africa, Asia, the Middle East, and parts of South America, while North America, Western Europe, Australia, and New Zealand have been free of the disease through strict import controls and surveillance. The disease is classified as a notifiable disease by the World Organisation for Animal Health (WOAH), meaning any suspected case must be immediately reported to veterinary authorities. Seven serotypes of FMDV exist (O, A, C, Asia 1, and SAT 1, 2, and 3), with no cross-protection between serotypes, complicating vaccine development and outbreak response. The virus is highly mutable, with numerous subtypes and strains circulating globally.
The economic impact of foot-and-mouth disease is catastrophic, extending far beyond direct animal losses. Countries that experience outbreaks face immediate export bans on live animals and animal products, resulting in billions of dollars in trade losses. The 2001 United Kingdom outbreak resulted in the culling of over six million animals and estimated economic losses exceeding eight billion pounds. Beyond trade impacts, production losses from infected animals include reduced milk yield, impaired growth, abortion, and long-term sequelae affecting productivity. The social and emotional toll on farming communities affected by mandatory culling programs is profound and long-lasting.
Early detection of foot-and-mouth disease is critical for containing outbreaks and minimizing their impact. Because sheep and goats often show subtle signs that can be easily overlooked or attributed to other causes, veterinarians and producers must maintain high vigilance for this disease. Any suspicion of FMD must trigger immediate notification of animal health authorities, quarantine of premises, and initiation of investigation. Treatment of affected animals is prohibited in FMD-free countries, with control programs relying on culling, movement restrictions, and in some cases emergency vaccination. Understanding the unique presentation of FMD in small ruminants is essential for protecting national and international livestock industries.
