In California and Nevada, it is illegal to buy, sell, or collect wild Desert Tortoises, and possession of captive animals is regulated through permit and adoption systems. The species' dietary needs are well understood: a high-fiber, low-protein diet composed predominantly of native desert grasses and broadleaf weeds, with strict avoidance of fruits, commercial dog or cat food, and other items that can cause nutritional imbalances and bladder stone formation.

The prohibition on commercial breeding and sale has limited the Desert Tortoise's presence in the broader national and international reptile trade. Desert Tortoise keepers often function less as hobbyists in the traditional sense and more as stewards, managing animals that may outlive them and that carry the weight of legal obligation and ecological significance.
